EU sidelines parliament to rapidly send €1bn to Egypt

The European Fee is formally sidelining the European Parliament’s scrutiny function in the case of €1bn of loans being despatched to Egypt.

European Fee president Ursula von der Leyen says, in a letter dated 15 March and seen by EUobserver, that the urgency of wiring the cash to Cairo requires her to bypass the meeting.

She has since determined to set off article 213 within the EU treaty, permitting the European Fee to go at it alone.

“For causes of utmost urgency and extremely exceptionally, the recourse to of Article 213 TFEU is taken into account as acceptable authorized foundation for the primary operation of EUR 1 billion,” she writes, in a letter despatched to European Parliament president, Roberta Metsola.

The €1bn comes out of €5bn in macro-financial help (MFAs). MFAs require a European Parliament stamp of approval.

However the European Fee says Egypt is in dire want of funds now and that ordinary parliament scrutiny would take too lengthy.

“The present crises in Egypt and the area have exacerbated Egypt’s financing wants, with a considerable total financing hole within the upcoming fiscal 12 months,” says Von der Leyen, in her letter.

She additionally promised to get the European Parliament concerned within the remaining €4bn in MFAs.

And a separate €35bn funding deal from the United Arab Emirates (UAE) for Egypt additionally casts doubt on von der Leyen’s urgency logic.

The latest UAE settlement additionally comes on the again of expanded IMF loans totalling $8bn for Egypt.
